Background: The JCRC Social Justice & Civil Society Committee of the Boston-Haifa Connection (Combined Jewish Philanthropies) has worked towards closing the social and economic gaps in Haifa, Israel for many years. Donna Haig Friedman, director of the Center for Social Policy at the University of Massachusetts Boston and Committee member, recently researched the third sector in Haifa as part of a Fulbright teaching fellowship. This research, in cooperation with the Boston-Haifa Binational NGO Leaders Learning Exchange that began in 2005, makes up the Learning Exchange Research Project, one of hundreds of existing NGO peer learning exchanges in Boston and around the globe.
